In accordance with the relevant provisions of the Export Control Law of the People’s Republic of China, the Foreign Trade Law of the People’s Republic of China, the Customs Law of the People’s Republic of China, and the Regulations of the People’s Republic of China on the Export Control of Dual-Use Items, and in order to safeguard national security and interests and fulfill international obligations such as non-proliferation, with the approval of the State Council, the decision is hereby made to implement export controls on the following items:

Export operators exporting the aforementioned items shall apply for a license from the competent commerce department of the State Council in accordance with the relevant provisions of the Export Control Law of the People’s Republic of China and the Regulations of the People’s Republic of China on the Export Control of Dual-Use Items.
Export operators shall strengthen item identification. When making customs declarations, they shall indicate in the remarks column whether the items are controlled items. If they are controlled items, the dual-use item export control code shall be specified. If there are doubts about the above-declared information, Customs will raise a query in accordance with the law. During the query period, the export goods will not be released.
This announcement shall officially take effect from the date of its promulgation. The Export Control List of Dual-Use Items of the People’s Republic of China will be updated simultaneously.
