I. Motor Rotors and Stator Assemblies
Assemblies in which magnets are embedded, built-in, or surface-mounted onto an iron core/steel plate for fixed assembly, or assemblies that are integrated to varying degrees with parts such as shafts, bearings, outer sleeves, fans, gears, dynamic balancing plates, and encoders, fall into the category of further processed products. They are generally not within the scope of control under Announcement No. 18.
II. Sensors and Related Parts/Components
Sensors, or sensor parts or components that integrate to varying degrees elements such as chips, circuit boards, brackets, pins, and magnets, are considered further processed products if they have been formed through processes like injection molding. As such, they are generally not within the scope of control under Announcement No. 18.
III. Other Rare Earth Related Downstream Products
Downstream rare earth catalytic functional materials, such as catalyst powders, that have undergone sintering treatment are generally not within the scope of control under Announcement No. 18.
“Phosphors containing gallium oxide” are not considered controlled items related to gallium oxide (it has previously been clarified that downstream rare earth luminescent materials, such as phosphors, are generally not within the scope of control under Announcement No. 18).
Downstream products equipped with magnetic components (containing samarium-cobalt permanent magnet materials, terbium-containing neodymium-iron-boron (NdFeB) permanent magnet materials, or dysprosium-containing NdFeB permanent magnet materials)—such as plastic magnetic building block toys, magnetic back plates for mobile phones, magnetic mobile phone cases, magnetic chargers, magnetic mobile phone shells, protective mobile phone cases, magnetic quick-release back stickers, tablet stands, anti-theft tag detachers, electromagnetic fixtures, and machine fixtures—are generally not within the scope of control under Announcement No. 18.
